The Paul Rogers Blog: Herefordshire's roads are a disgrace

RARELY does a week go by when I do not receive at least one phone call from someone complaining about the state of Herefordshire's roads.

And I have written many stories about them.

I started covering the state of the county's roads early last year and, the way things are going, I can see myself telling readers about many more incidents.

In my opinion, some of the roads are a disgrace and urgent action needs to be taken before someone gets seriously hurt or worse.

We experienced freezing temperatures early last year, which caused widespread problems, and this year has been all about the floods.

I appreciate that Herefordshire Council can only do so much and is playing catch-up due to a lack of investment that it has had in previous years.

But, try telling that to someone who has to fork out hundreds of pounds for new tyres and alloy wheels because they have hit a pothole....again!

I went out with Balfour Beatty last month to see some potholes being repaired and had a long conversation with a manager about the amount of work they have to do.

Sometimes, people forget the amount of roads that are in the county and, of course, there has to be a system in place to ensure the ones on the main A-roads get repaired first.

But, how are people meant to get on the main roads when a damaged road prevents them from getting there?

The ironic thing is that I sustained a flat tyre after hitting a pothole not long after I went out with the team.

Frustration kicks in when you've hit one and you start asking yourself "why didn't I see it?" or "what could I have done to avoid it?"

But, sometimes you can't see or avoid them.

And if you do see one, what are you meant to do if there is oncoming traffic?

Swerve into them?

Of course not.

The frustrating thing is that you don't seem to see as many potholes in other counties.

As many people have been saying, "you know when you're driving in Herefordshire."

Whether that’s due to other counties investing more in its roads, I don’t know.

I’m also not a road maintenance expert, so I’m not obliged to say whether I think the right materials and procedures are being used correctly.

But, it is annoying when potholes reappear shortly after being repaired, even when you take the weather into consideration.

A £20m investment programme has been proposed by the council for long-term road maintenance, but this won’t sort out the potholes.

It has been estimated that the recent bad weather caused around £2.8m worth of damage to the county's roads.

Last year's problems did not seem to have been fully fixed.

Will these, especially if we have more heavy rain in the coming months?

Who knows?

What I do know is that there are a lot of frustrated motorists who would just want to experience a pleasant journey across the county.

Other counties have problems but the roads in our county are the worst. It is utterly shameful that the council cannot spend a few quid sorting this out with a properly planned programme of maintenance.
They seem to be able to find a few quid to spend on the OLM development and Hoople.

Utterly useless.

The problem with Herefordshire is that potholes are not repaired properly. up our road we have so many potholes you cant avoid them (i am on my third car in 12 months due to broken suspension etc). when the council repair the potholes they just throw tarmac in the hole then "whack" it down with a vibrating plate called a "whacker plate". the water board has worked on the same road but with the holes they repaired they cut the edges of the hole so there was a clean flat edge, cleaned out the hoe of loose materiial, tarred the edge, filled with tarmac the whacked it down then sealed the edges with tar, in the same 12 months the water board repairs have stayed repaired whereas the council have had to repair their holes three times now. perhaps in future the council can get the waterboard to repair potholes when working in an area as they seem to know how to do it properly whereby saving the council tax payer the cost of the council revisiting the same holes time after time or alternatively get them to train council staff in how to repair potholes properly!

It is a rant, what does anyone expect, I have written to the Council many times in lowercase in the past in a nice manner and the reply was less than useless so I thought perhaps shouting might get some results
It has been nearly 12 months since I first wrote!

I called the Council and complained I emailed 6 weeks ago and hadn't had a response. The woman on the phone told me they had over 500 emails waiting to be answered and she didn't know when they were going to get around to answering them! Not very good customer services and from what I'm told there will be even less front line staff to answer your emails during the next cull, starting shortly. However they have doubled the amount of Managers so at least you can complain to them but not on a Wednesday or a Friday as most work from home on those days.

The council's accounts seem to suggest that they waste the highways capital budget which is meant to be for improving the roads structurally on repairing potholes which should come out of the revenue budget. No wonder the roads are in such a state.

If I employed someone to fill a hole in my garden path, and they didn't, or it appeared again three weeks later, I would either withhold payment until the work was completed to my satisfaction, or contact Trading Standards!
These companies are profit driven - they need to be held accountable, by our council leaders, when work is second rate.
Sadly, that requires a bit of backbone, which our Council Cabinet seem to be lacking......

Presumably, this will result in some legal action by the family of the cyclist?
