COUNCILLOR Powell forced the parking charges onto Leominster's Etnam Street car park, and immediately the footfall in the town dropped noticeably.
Santander noticed the difference, which finally led to their closure last month.
I suspect that when the cost of installing and maintaining meters, cash collection and wardens are truly accounted for, the scheme has directly cost the town money.
Further account for loss of trade to the shops, and the scheme was a disaster.
It looks like Hereford is now to go the same way.
