THE continuing row about the closure of public loos reminds me that it was no less a personage than Queen Victoria herself who insisted that sufficient public conveniences must be provided to meet the needs of the people attending the Great Exhibition of 1851.

It would seem that her late majesty had more common sense and understanding of human needs (and a potential public health crisis) in her little finger than all our councillors put together, 160 years later.
