A MAN who is considered to be a ‘high sexual risk’ to the women of Hereford has been locked up.

Martin Mossey, 60, of Whitecross Road, Hereford, was sent to prison for 16 weeks after his probation worker said his sexual behaviour was escalating.

Mossey was sentenced at Hereford Magistrates’ Court after breaching a suspended sentence imposed a week earlier.

He also pleaded guilty to new charges of harassment and breaking a Hereford city centre restriction order.

“Our staff are worried that something serious is going to happen,” said probation worker Sharon Rees.

“There has been a catalogue of inappropriate
behaviour to staff.

“I consider him as having a high risk of sexual harm although he hasn’t exposed himself yet. I feel we are unable to manage this risk
in the community.

“He doesn’t have a medical illness and does know the difference between right and wrong when challenged. The last three weeks, something has changed and I’m worried it
is escalating.


“I went through with a fine tooth comb with him what he can and can’t do before he reoffended, so I’m worried for lone females in
Hereford.”


Mark Soper, prosecuting, said that on February 19, Mossey went into Tesco, Morrisons, The Works Book Shop and McDonalds– all stores which he is banned from entering.

The court heard that on February 24, he approached a woman who was outside
Hereford’s Old Market shopping centre smoking a vapour cigarette.

“He came over and started a conversation with her which was a suggestive one,” said Mr Soper

“He said ‘come on let me warm you up, I can rub you to warm you up."

This caused the woman to become distressed and she said ‘no’ before Mossey began walking towards her.

At this point a security guard came over.

Mr Soper added: “The complainant was put in distress and Mossey’s record shows there is good reason for that.”

This offence meant the defendant breached a suspended sentence for harassment
imposed two days earlier.


Matthew Lewis, mitigating, said: “There was no suggestion of him acting in a lewd manner towards anyone in the shops.”

Magistrates ordered Mossey to complete 16 weeks in prison – an activated eightweek
suspended sentence and four weeks to be served consecutively for the two new offences.

He was also ordered to pay a £180 court charge, £50 compensation to his female victim and an £80 victim surcharge.

On his release from prison he must complete
a 12-month supervision order.

Bench chairwoman Lisa Digings said: “You have given blatant disregard to the opportunity to address your behaviour and breached the court order
within two days.

“You have a recent history of similar offences and we need to protect the public.”
