POLICE issued more than 20 fixed penalty notices in Hay-on-Wye on Sunday after illegally parked cars caused severe congestion in the town.
Parking enforcement officers dealt with vehicles parked on yellow lines, while police issued penalty notices for obstruction offences.
Two vehicles were also removed.
Police worked with festival organisers and the team improved the signage for parking arrangements, while more staff were put in place to direct and guide visitors into car parks.
More wet weather car parks were also opened with more shuttle buses running.
"Sunday was the busiest and muddiest day I have seen at the Hay Festival for a number of years," said Sergeant Craig Morgan.
"I would like to thank the public who were affected by illegal parking for their patience and to the festival organisers for making additional provisions for people who were visiting Hay-on-Wye and the festival this weekend."
The last day of the Hay Festival is this Sunday.
