You won't be visited by the enforcers as their 'kit' won't register you watching a tv. A license in this day and age is an anachronism, the same as a car tax disc - the bureaucracy keeps thousands in paper shuffling jobs, no other reason for it. Taxes can be collected much more efficiently."
