But back to the topic at hand - why don't they look on the cctv? It's plastered all over the city.

We are presently being prevented from having a real out of town supermarket with free car parking and an easily accessible petrol station by the vested interests of the "high street" shop owners cartel.
(maybe Mr. Shitz is their leader!)

The language used hardly helps - "A parked Honda motorcycle was in collision with...." - why can't they say it like it is - someone in the car drove into a parked motorbike. In most cases it would be the same with cars hitting people and bikes - it's hardly a fair fight - life would be better if the drivers had a bit of concern for the unprotected on the road - they could be your kids or aged mother

I'm afraid not! I'm not saying drivers shouldn't be cautious and watch where their going, but there are FAR too many idiots walking around without any concern to their own safety. I mean come on, this is a concrete slab that is designed for cars to constantly drive around, you HAVE to watch where you're going.
As I said in a previous post, there's no personal responsibility anymore. If someone gets hit because they blindly walked out infront of a car - it's the drivers fault. If someone trips over a curb because they have their head buried in their phone, it's the councils fault.
If the "responsible" people are the only ones looking out for peoples safety, then there's no reason for the other people to bother.

... I've actually invented a new game. You walk through town and when someones steaming through with their face buried in their phone, walk into them. Whoever gets the most wins!

Move to Hereford, we have at least 7 and they are building ANOTHER in the centre of town. In fact, look what I just found from 2010.

It never ceases to amaze me just how many idiots race around supermarket car parks....
Every time I go to Belmont Tesco's at least one idiot will be driving too fast to avoid a pedestrian, should they stray into the path of the vehicle..
Personally, I would like to see parking enforcement officers stopping people from parking where they shouldn't and driving too fast in supermarket car parks
